Conclusion – This is not a bug, the behavior occurs due to the way styles work. The “Heading” style actually consists of two styles: one for the paragraph and one for the text (they are technically different).

If the cursor is placed or the paragraph end symbol is selected, then the paragraph style is applied. If text is selected (without the paragraph end symbol), then the text style is applied.

If the paragraph style is applied and the paragraph already has that style, then the text style is applied to the current selection - or to the current word if nothing is selected.
