Why don't I see the comment button in the sidebar?

My permissions configuration is as follows:
“permissions”: {“edit”: true, “chat”: false, “review”: false, “comment”: true}

I need enable track changes and comment, but only track changes enabled, didn’t see comment button in the sidebar, how can i gei comment button?

Please provide the full contents of your Editor’s initialization config.
Also, please clarify, what version of Document Server is being used?
