What is meant by local links in security page for editors

I was reading security page for editors and came across this section.

Please note that using the local links by the integrator requires the JWT in the config

Does local links mean file paths such as C:/MyDocuments/myimage.jpg?

DOCUMENT SERVER have got a security measure in place, which prohibits using local URLs unless they are signed by a JWT token. By “local links” we mean addresses like localhost , 127.0.0., 192.168. or other addresses from a local network.
