We have finished internal discussion. We believe that the best solution at the moment is adding optional prohibition to overwrite templates at the update step. We have started working on it.
Unfortunately, we cannot provide any timeframes at the moment, but I will come back to this thread when we have something to share.

I think I can see where you are going with that, but I do wonder if it might be an option that, for the majority, has no value.
I would not be surprised if I was the only person who moves “home grown” versions of new.docx (and others) into the en-US folder, to get en-AU versions of file available, without having to set the document language each time a new document is started.
And given that this all takes place in protected directories, each time I update this area, Windows chimes in with authorisation prompts.
I’ve never set up computer with a British locale, but I would assume that OO picks up the en-GB templates instead of the en-US by default.
… and there may well come a time when the templates have to be updated, for reasons that I can’t anticipate.
I think the only issue here is that even though OO has many English document languages, and dictionary support for a subset of those, even though my regional settings are Australia.
I default to en-US as it would appear than OO only recognises en-US or en-GB.

I understand your situation, but we believe that mentioned solution is the best way at the moment. However, we just have started working on mentioned idea and it is too early to judge in what form it will be implemented. I will update this thread once we have any news on this scenario.
