Unfortunately, I wasn’t able to reproduce the issue. Mind you providing info about the app in which you are creating sample text, i.e. the one from step 1 of your scenario?
A video demonstration would work very well to help us reproduce the issue.
I believe there were some other changes to Track Changes mode that affected this issue too since I wasn’t able to reproduce it. Please double check it as per your initial scenario on See it in action page:
In new version of Document Server this issue has been fixed. Please update your instance and check the situation again. Looking forward to your feedback.
