As far as I understand, you are looking for Area (cells) permissions feature in xlsx file. We thought about something similar for xlsx files (internal tracksystem number - 56459, example scenario: two users edit the same file, user A can edit A1 cell, user B can’t). I have added your requested.
We are working on that feature at the moment, but unfortunately I cannot provide you with exact timeframes at the moment.
