As now, the first table’s content overlaps the second fixed-position table.
I want to achieve the effect shown in the picture below.
Would it be possible to implement page-breaking within table in onlyoffice?

You are using outdated version of Document Server. I recommend updating to the actual version and checking out the situation again.
In general, it is quite difficult to comprehend what exactly you are demonstrating on the second screenshot. Can you elaborate? Or provide a sample file and description to it.

This is my sample file.
The second table is position-fixed.
Please keep inserting row data into the first table until it overlaps the second table.
I used the latest version of Document Server to open it online, the result is still the same.
And the second screenshot is how it looks when opened with WPS.
