OnlyOffice Document Service is not working on a clean Windows server and not starting even manually and Control Panel Panel shows blank screen

Type of installation of Workspace (docker, deb/rpm, exe): exe
OS: Windows Server 2016
Browser version: Firefox 109.0 (64-bit)

Hello again, I need some help on my clean machine installing the latest OnlyOffice Workspace using this guide: https:/ /helpcenter.onlyoffice.com/installation/workspace-install-windows.aspx

On a fresh install on Windows and fresh install of OnlyOffice I get the issue: Document Service is not available. Please contact support. and opening Control Panel showed a Blank page. I also noted that on my regular laptop OnlyOffice works fine on first install and the differences I saw were:

  1. On port 8083 nginx.exe is not running
  2. The Document Proxy Service was on Paused state. On right-clicking and trying to run it, I got a prompt saying Windows is unable to resume the service. The application gave no errors.
  3. On restarting the computer the Document editing was still the same while the control panel showed IIS default 502 error similar to this:

The event viewer showed:
Service DsProxySvc ran for less than 1500ms.
nginx for Service DsProxySvc exited with code 1
Killing process tree of process 5064 DsProxySvc with exit code 1

Console Tab:
Loading failed for with source http://localhost/ds-vpath/web-apps/apps/api/documents/api.js

Network Tab:
Error 502 Bad Gateway api.js

We are installing this on a government institue’s secure network so I have just noted the logs:
web.api.log:-
Error[89] localhost - ASC.Api - method error: http://localhost/api/2.0/portal/tenantextraServer error System.Net.WebException: Unable to connect to remote server —> System.Net.Sockets.SocketException: No connection could be made because target machine actively refused it 127.0.0.1:8083

nginx log:
[emerg] host not found in upstream “localhost:8000” in C:\ProgramFiles (x86)/Ascensio System/DocumentServer/ngnix/conf/includes/http-common.conf:2

P.S.: I am encountering this problem since past 25 days and have reinstalled both windows and onlyoffice multiple times. And I had sucessfully installed and brought it to working earlier on the same device on clean, formatted state.

First of all, please make sure that all required ports are opened. Here is the list of ports that Community Server is using:

If the issue persists after opening required ports please provide screenshots of browser console for the pages that are not loading.
