is it possible to deactivate the new user notification for all users as default. They can deactivate it in their profile settings, but i want that to be default, when I create a new user.

Sorry for the late reply.
As you mentioned it correctly users can manage their personal notifications (see Manageable Notifications), but, unfortunately, you cannot completely disable them for everyone on your portal.
