Menus of Control panel disappeared

For bug reports, provide the steps to reproduce and if possible a minimal demo of the problem:

please advise, after the last update of Control panel, community server, document server, the menus of Control panel disappeared (see screenshots), now it is impossible to do even restore from backup. How can this problem be solved?

Could you please check if the issue is reproduced in all browsers? Try clearing the browser cache too.

If the issue persists, please open the Control Panel => press F12 to open browser developer tools => go to Backup/Restore and check if there are any errors in Console and Network tabs of the developer tools. If there are errors, please provide a screenshot.
