How to set viewer only read document but can edit comment?

i want set some viewer only read document(config.editorConfig.mode=‘view’),but cant crud comment.

for now,i tested:permissions.edit=true,permissions.comment=true,and editorConfig.mode=view,not working

There is no way to set it so that it is a view mode, but comments can be edited currently
