How to make the pdf file read only when exported from a oform file？

I use DesktopEditors to fill a OFORM file, when i finish and save this file as a pdf file. But the pdf is editable, how to make the pdf file read only？
Can you add this choice when save as: Read only Pdf, Editable Pdf?
