there the default is OFF for every one , so is there any way make track changes ON for everyone as default?

“On for me and everyone” option cannot be enabled via the API, it’s a property of the document itself which cannot be altered via the editor initialization config.
However, if you need all users to only have the option to review the document while being unable to edit it, you could use the "edit": false and "review": true combination of permissions: Config - ONLYOFFICE Api Documentation.
