How to decode the changes0.json in diff folder under new.pptx-hist?

This is an example. I guess it records the user operation but I find it hard to decode these strings. Someone have succeeded?

In .diff archives differences between versions of the file, i.e. changes, are contained. They are used only by the Document Server and they are not meant to be used by the integrator.
