I have onlyoffice installed in a personnal owncloud server on ubuntu server.
I can share onlyoffice file with public link but the public user can not modify the file.
Is it a owncloud configuration or a onlyoffice configuration?

File sharing feature is relarted to ownCloud settings. When Document server is integrated with a storage (ownCloud in your case), its main goal is file editing.
But I think we have a workaround solution for you. Try to share whole folder with editing rights. In this case, your public users will be able to open files from such folder for editing.
