This is the expected behavior. Full access rights mean full editing rights, but you still cannot delete a file that belongs to another user.
However, we already thought about changing this behavior. I have added your request to internal tracksystem. Currently. I cannot provide any guarantees that we will implement the option to remove shared files, but I will update this thread once we have something to share.
