Allow typing wherever my mouse is

Want to be able to type where i have clicked, i don’t care where my mouse currently is. if it’s on my 3rd screen or on the application, it shouldn’t matter. yet if even the mouse is on the taskbar i cant type.

is there a setting for this I’ve missed? is this a bug? seems insane to me as it goes against the standard that all other applications follow.
