  1. I want to control region editing
  2. If user A can edit the test content control
  3. If it is user B, hide the test content control

We have registered your suggestion as an enhancement to add possibility to hide Content Controls for specific users in the future updates of Document Server. Unfortunately, there is no ETA available yet.
